Special points to highlight in this report:

* China's Fifth Plenum emphasized stricter Party discipline and policy implementation, but offered little indication that Beijing is prepared to address the structural imbalances undermining domestic demand.

* Stronger oversight may improve implementation, but “better implementation” of policies that favor manufacturing and investment over household income and consumption risk reinforcing the very imbalances Beijing needs to resolve.

* The role of consumption in driving growth has in fact deteriorated sharply this year. Without a meaningful shift toward household consumption, China will remain increasingly dependent on exports to absorb excess production, intensifying trade tensions and shifting the costs of its domestic imbalances abroad.
