The government suffered new defeats in Congress. Lawmakers overturned President Lula’s vetoes of the environmental licensing bill (PL 2159/21), except for the provisions related to the Special Environmental Licensing (LAE), which are addressed in Provisional Measure 1308/25. Next week marks the beginning of December — the final stretch of congressional activity. Congressman Aguinaldo Ribeiro (PP-PB) may present his report on the Artificial Intelligence bill, incorporating the contents of the Redata Provisional Measure (Special Tax Regime for Datacenter Services), covered by Provisional Measure 1318/25. The Senate’s Economic Affairs Committee will analyze on Tuesday, December 2, the bill that increases taxation on fintechs and on the revenues of betting companies (PL 5,473/25).
